a sump or refugium would increase your water volume by a LOT. The more water volume in a reef tank the better.
The fact that you have .25 ammonia shows you do NOT need more things. You need to figure out why you have this ammonia. I do not see a protien skimmer on the list. You NEED one of those. I recommend an AquaC remora that hangs on the back. Avoid Prism like the plague they suck.
Your salinity is fine though I would say 1.024 to 1.025 is better.
Seastars shouldnt go into aquariums less than a year old. Most of these consume an invisible algae that takes a while to establish. Your aquarium is too small for any sea stars, including the little red ones. They need something more like a 50 gallon. Linckias need MUCH bigger tanks. They offer NO benefits in any way
Sand Sifting starfish eat the things that make your live sand live. Bugs and worms. NEVER EVER put anything in your tank that has 'sand sifting' in the title name. Those sand sifting animals eat the things in the sand and will sterilize your sandbed and negate the reason you have sand in the first place.
Chocolate chip starfish are predators and will eat anything it can catch. What it can catch will amaze you. Fish, snails, urchins, anemones, anything and everything.
Leave your tank alone for a while and let it get rid of whatever is causing the ammonia. Ammonia = pee. How would you feel swimming in a pool with some friends that is comprised of 25% of you and your friends pee?
