Fishing tackle refers to the equipment used for fishing. A saltwater fishing tackle can be contrasted with fishing techniques. Okay I know regular bow fishing is legal in Minnesota with just a fishing license but can you fish with a crossbow? I see cross bows with built in reel online and I'm thinking of getting one to fish for carps.

Your best bet is to check with Fish & Game. You can't go wrong there.
